Angel, 19, has been in and out of homelessness since age 12, when the Ministry of Children and Family Development removed her from her mother’s care and she began cycling through foster placements. “Then I turned 19 and that was that. I ‘aged out’ of care. It’s kind of funny that the ministry took me away from my family only to put me on the street.” She’d had her asthma inhaler and EpiPen stolen earlier in the week, but her street family was already organizing to connect her to outreach nurses who could help with that. “We’re raising kids out here,” said one of Angel’s friends, who’d been trying to help a 14-year-old a few days before. “How is that right – kids getting raised by homeless people?”
