Jennifer is back living homeless after a stretch at her mom’s recovering from illness. She finds community on the street, but like everyone else, is astounded at what can be taken and never returned in the ongoing bylaw sweeps. “They’ll take an $800 tent and leave a tiny two-person one,” she says. “There’s supposed to be a process for getting your things back, but they’ll just say, ‘Sorry, it’s gone,’ and that’s the end of it. Almost 80 per cent of bylaw enforcement in the City of Victoria is focused on policing the public spaces where people live homeless.
