This is Cynthia, spotted in her splendour outside a converted hotel near Mayfair Mall that provides temporary housing for people living homeless. Cynthia doesn’t live there but comes regularly to visit a friend, though visitors are only allowed to stay for 10 minutes, and even less if staff decide to cut things short. She likes to wear outfits for her visits that cheer people up. “It always brightens my day to see you here!” called out one former resident, now living homeless on the sidewalk in front of the former hotel after things went wrong. The blue fencing in the background, a ubiquitous sight in Victoria wherever people are living homeless, is used to block people from being able to set up shelters on the more comfortable ground of a boulevard.
