Tosh and Caolan are members of the local activist collective @stopthesweepsvic, a group of housed people working with the unhoused to challenge the daily displacements of bylaw enforcement. A focus of its work right now is training legal observers to witness the daily acts of bylaw officers dismantling and seizing people’s shelters in the street – work that ensures that the hated and harmful seizures are at least conducted within the scope of city bylaws, and that brings some comfort to people living homeless knowing that someone on their side has eyes on them during a tear-down. The bylaws have essentially created a class of people who can be legally harassed and openly discriminated against, notes Caolan – eerily similar to what is happening in the US for first- and second-generation immigrants being hunted by ICE. Stop the Sweeps was very active in the pandemic, building showers for people camped at Beacon Hill Park. The city removed them two weeks later.
